Westcliffe Engineers, Inc. has a combined 30 years of experience in munitions related regulatory field work, technology, policy analysis and community involvement. Westcliffe has played a leading role in national MEC innovative technology and policy working groups and development forums. They offer extensive experience working with stakeholders at local and national levels, specifically at federal facility sites on munitions related issues.

Jeff Swanson, Westcliffe Engineers president, has served on numerous national munitions technology working groups including the Department of Defense SERDP/ESTCP technical advisory committees which addresses innovations in munitions detection and discrimination. As a member of the state lead organization ITRC he was the Team Leader for the UXO Team and led the development of 2 technical documents and 3 trainings. With 17 years experience as a Colorado state regulator specializing in munitions cleanup he has a once of a kind perspective on regulatory requirements, projects management experience, and advanced technology expertise that is critical to the successful completion of complex munitions cleanup.

Westcliffe vice president Aimée Houghton began her work in military cleanups at the community level. Initially she worked with local citizens in Commerce City, CO adjacent to the Rocky Mountain Arsenal, one of the nations’ largest and most complex Superfund sites. From there she went on to run a non-profit whose focus was the integration of community input into the cleanup process of military sites across the nation. She has been a member of the Federal Facility Environmental Restoration Dialogue Committee (FFERDC) that developed the model for citizen participation at federal facility cleanups, the National Munitions Policy Dialogue, the Superfund Subcommittee of the National Advisory Council for Environmental Policy and Technology tasked with the developing a long-range program plan for Superfund. Houghton has worked with communities around the country addressing the consequences of remnant munitions, briefed congressional staff by request, and worked with active military installations addressing issues of sustainability.

With their combined skills Westcliffe addresses the challenge of cleaning up munitions sites in a collaborative fashion working with regulators to design the most effective cleanup approach for each individual site, working with communities to incorporate their concerns and provide them with detailed information on the work of the project, and bringing to bear a high level of technical expertise and knowledge of broad based stakeholder models to develop innovative remediation solutions.
